Vietnam to officially launch  NDAChain, the nation’s first government-backed blockchain platform. Unveiled by the Ministry of Public Security and developed by the National Data Association, NDAChain is positioned as the backbone for Vietnam’s digital identity, data verification, and next-generation electronic services infrastructure.

Transforming Vietnam’s Digital Landscape

NDAChain represents Vietnam’s ambitions to establish digital sovereignty and build trust in a rapidly digitizing society. Built as a Layer 1 permissioned blockchain, the platform is designed to serve as the secure and transparent verification layer for both public- and private-sector digital systems. Its launch is part of the government’s strategic vision outlined in Vietnam’s National Blockchain Strategy to 2030, which targets regional and global leadership in decentralized technologies.

Hybrid Architecture and Security

NDAChain distinguishes itself through its hybrid data architecture, blending centralized oversight with decentralized processes. The blockchain uses a Proof-of-Authority (PoA) consensus mechanism secured by a consortium of 49 validator nodes, operated jointly by key state agencies and leading private corporations, including SunGroup, Zalo, Masan, MISA, Sovico, and VNVC. This hybrid approach is aimed at overcoming the vulnerabilities of traditional centralized data, improving scalability, and boosting integration with global digital systems. A standout security feature is the integration of zero-knowledge proofs (ZKPs), enabling sensitive data verification and authentication without exposing additional personal details. This ensures that NDAChain can robustly support privacy, data integrity, and compliance with rigorous national standards.

Core Functions and Use Cases

NDAChain is set to power a range of critical national applications that include:

1. Digital Identity and e-Government: The NDA DID system—integrated with Vietnam’s existing VNeID—will allow citizens and businesses to verify their identities securely and efficiently for accessing digital public services, signing contracts, and authenticating sensitive operations.

2. Cross-sector Data Verification: By providing an immutable ledger and automated smart contracts, NDAChain will streamline processes in finance, healthcare, logistics, and education, reducing fraud and operational inefficiencies.

3. Supply Chain Tracking: The NDA Trace module assigns products a unique, blockchain-verified ID, enabling precise provenance tracking compliant with international standards and supporting exporters in the global supply chain.

4. Interoperability and Innovation: NDAChain’s open-architecture model invites technology startups and established firms to build specialized wallets, dashboards, or additional applications, expanding the ecosystem’s capabilities.

Future Outlook

Vietnam plans to complete the integration of NDAChain with its National Data Center by the end of 2025, targeting full-scale deployment across local governments and universities by 2026. The government views NDAChain as critical to safeguarding citizen data, countering cyber threats, and ensuring the reliability of essential services in the digital era. NDAChain positions Vietnam alongside innovators like China, the European Union, and South Korea, which have launched sovereign blockchain networks. This initiative is expected to catalyze further investment, talent growth, and international collaboration, elevating Vietnam’s profile in the global blockchain ecosystem.

Conclusion

The launch of NDAChain underscores Vietnam’s resolve to lead the digital revolution in Southeast Asia, laying the groundwork for secure, transparent, and people-centric digital public infrastructure. As digital transformation accelerates, NDAChain is poised to become vital for the nation’s socio-economic development and digital future.
